All loan applicants for academic year 2019/20 are strongly reminded to:
(i)Read, understand and follow application procedures stated in these guidelines for academic year 2018/19;
(ii)Use the same details to be submitted with the admission from the respective University/Higher Learning Instutition;
(iii)Ensure that all documents submitted to support your application are certified by the relevant authorities specified in the guidelines;
(iv)Ensure that all birth/death certificates and other certificates are certified by Registration, Insolvency and Trustee Agency (RITA) or the designated officer(s) to ascertain their validity. However, District Social Welfare Officer (DSWO) will have to enclose parents’ death reports from village or ward authorities;
(v)Ensure that details about parents/ guardians (occupation, employer address, telephone number, postal and physical address ) are complete and correct. Applicants whose parents are leaders listed in Public Leadership Code of Ethics Act 1995 are expected not to apply;
(vi)Applicants whose parents/guardians are business owners, senior managers in established sectors recognized by revenue and registration authorities are expected not to apply;
(vii)Applications must be complete and correct. Once submitted, applicants will not be able to recall/correct their details;
(viii)Successful applicants, upon successful completion/termination of their studies, will be required to repay their loans through salary/regular income deductions of not less that 15% monthly;
(ix)All applicants must strictly observe application deadline.

All loan applications will be done through Online Loan Application and Management System (OLAMS). Applicants are REMINDED to use the same form four index numbers used while applying for admissions.
Upon completion of online application process, applicants shall be required to print out the application forms and Loan Agreements, obtain appropriate authentifications, sign the forms, attach necessary documents and submit the same through EMS to:

Instructions on how to use Online Loan Application System
General Instructions


  1. First time loan applicants are applicants that have not used this system before and have no accounts to enable them to login to the system using their username and passwords. These applicants are required to get registered first.
  2. Existing applicants are applicants who have completed Registration in this system before and were able to create accounts to enable them to login to the system using their username and password. These applicants can login to the system anytime. Existing applicants are applicants who have completed Registration in this system before and were able to create accounts to enable them to login to the system using their username and passwords. These applicants can login to the system anytime.
  3. NECTA FORM Four Index Number should be in the format: S0XXX.XXXX or P0XXX.XXXX.
    Example: S0750.0023 or P0750.0023.
  4. Applicant will be able to Login after completing Registration.
  5. Registration enables applicant to create account in this system and obtain Username and Password.
  6. Registration should only be done once. After completion, applicant should only Login using obtained username and password.
  7. Username will be applicant’s NECTA FORM Four Index Number followed by a year of completion, e.g.: S0XXX.XXXX.YYYY or P0XXX.XXXX.YYYY
    Example: S0750.0023.2006 or P0750.0023.2006.
  8. When logged in applicant will be able to make application fee payment and complete loan application.

  9. Loan application forms will only be visible for filling once application fee is paid.
  10. In order to successfully complete the loan application; applicant is required to complete all 13 steps under My Application link.
  11. Applicant will go through the following:
    1. Fill all application forms in the system
    2. Submit all the filled forms to the system
    3. Print the forms
    4. Sign all required forms
    5. Upload the signed forms
    6. Print the completed loan application package
    7. Close the loan application
Stage 1: Registration
Register for an account with OLAMS by clicking on the Register link
A form will display two buttons:
  • NECTA buttonClick this button if you are an applicant who did form four examinations in Tanzania.You will be required to fill the form that will appear below.
  • NON-NECTA buttonClick this button if you are an applicant who did form four examinations overseas.You will be required to fill the form that will appear below.
Stage 2: Login
After registration. You can login and be allowed to the system by clicking on the Login link
A form will display two input fields.
Enter applicant’s Username and Password which were created during applicant’s Registration.
Click Login button to be checked and be allowed into the system.

Stage 3: Important Instruction
When logged into the system, you will be presented with important instructions that will guide you when applying for loan.




Stage 4: Application Fee Payment
Instructions on how to pay application fee and the status of application fee payment will be available under the Application Fee Payment link.

Stage 5: My Application
Applicants can access their loan application forms through the My Application link.
Application forms are divided into 9 sub-forms that are completed through 13 different steps as shown, once My Application link opens an application form.
