CALL FOR ABSTRACTS 1st Tanzania Monitoring, Evaluation and Learning Conference

2nd- 4th MARCH, 2022

VENUE: PSSF Conference Center, Dodoma, Tanzania

President Office, Public Service Management and Good Governance (POPSMGG) in collaboration with Tanzania Evaluation Association (TanEA) are organizing the 1st Monitoring and Evaluation and Learning (M&EL) week conference from 2nd – 4th March, 2022 in Dodoma, Tanzania. This conference will be held at PSSF Conference Center, in Dodoma, Tanzania. The (M&EL) week conference will be officiated by the High Level Government Dignitary of the United Republic of Tanzania.

Tanzania is one of the African developing countries where accountability for development results and MEL practice are taken seriously by the Government and its development partners. There have been number of efforts by different agencies working towards improving the local capacities including strengthening the enabling environment for advancement of MEL practices in the country, especially through development projects, programmes and overall national development agendas. This conference will be a platform for stakeholders to debate, share ideas and draw lessons from organizations, ministries, and M&E professionals and practitioners on managing development programmes as well as addressing the challenges of monitoring and evaluation. Globally and especially in the region, the MEL summits have been used successful as tools to bring together all stakeholders in MEL to debate and share experiences on improving performance and M&E systems.

It is with this conviction that the Government of Tanzania and TanEA are collaborating in pioneering organization of the first national MEL week conference in Tanzania. The main objectives of the conference are to; promote Monitoring, Evaluation and learning in managing development agenda; Learn from mistakes and best practices from local and international development programmes; and advocate for MEL and the development of a culture for demand and use of evaluations.

National and International MEL experts, practitioners, National Monitoring & Evaluation Societies, Development Partners, and Governments agencies are invited to participate in either of the following forms: 1) submit abstracts and present research findings, papers, case studies, posters and best practices in the below topics; 2) Send delegates, 3) exhibit their products and services; and 4) Offer side events to show case and trainings (day 2 of conference). The presentations will be in a form of Keynote speakers, papers, panel discussions, round table discussions, posters, Government M&E capacity development dialogue side event, and professional development workshops. Researched papers will be edited for publication in a designated special journal.

Sub -Theme 10: Strengthening National Integrated M&E System in Government

The conference presentations will include;

1. Round-Table Discussions

Round-table discussions are invited on completed research or work-in progress. Researchers will provide their manuscripts to participants for constructive comments. We encourage submission of monitoring and evaluation manuscripts that would stimulate debate on evaluation research for development management. 

2. Keynote Speakers

Keynote speakers will be invited from within and outside the country to present on issues of the national interest for development of evaluation, etc

3. Poster Presentations

Poster presentations are welcome detailing development programmes, evaluation methodology, data, findings, conclusions, and policy recommendations.

4. Professional development workshops

International, Continental, Governments and Non-Governmental Organizations, Development Partners, Private Sector, Civil Society Organizations, Higher Learning Institutions, Commissioners for evaluations, Monitoring and Evaluation facilitators, individual consultants are welcome to submit skill based half day seminars or training on practical, evidencebased case studies, innovative evaluation designs, methods, evaluation reporting, application of technologies into data management for monitoring and evaluation.

Workshop 1: Institutionalizing Monitoring and Evaluation Framework and Policy evaluation for evidence-based decisions.

Workshop 2: Government M&E Practitioners National capacity Development

Workshop 3: Data management, measurements and technology applications.

Workshop 4: Evaluation Methodology: Randomized Control Trial Design, Quasi-Experimental Design, Outcome mapping, Systematic reviews and Meta-analysis.

Workshop 5: Specialized Evaluations: Controller and Auditor General Performance Evaluation, Oversight Monitoring for Parliamentarians

Workshop 6: Young and Emerging Evaluators

Workshop 7: Made in Africa Evaluation

Submission guidelines and key deadlines

  1. Authors should submit abstracts electronically not later than December 20th, 2021 by 16hrs East African Time.
  2. Notification of the accepted abstracts will be done by January 20th, 2022
  3. Deadline for receiving full papers and PowerPoint Presentations will be not later than February 15th, 2022
  4. Presentations should balance both theoretical and practical perspectives, including specific applications.
  5. All presentations should contribute to fostering monitoring, evaluation systems and learning for managing development programmes, enhancing performance and accountability.

Length and format of abstracts: not more than 500 words, in form of introduction/ background, objectives, methodology, key messages/findings and lessons/conclusion.
